If the person used Chase to pay for the item, even though your right Chase will use the 2nd chargeback prearbirtration which costs you $500 non refundable if you want to pursue it. Its the buyer's credit card company that makes the final decision, and even though you have the cardholder's signed proof of delivery, Chase will make up some excuse for it. Jersey City is full of scumbag spicks and thats one of them. Its either he filed a chargeback just go get back at you for something, or this person is that stupid that the think once he signs for it, he can say he never got it. So there's something that that idiot knows that hey i signed for it, but i've done this before and my credit card company still gave me both my money and the product for free.

That's 2 different disputes. One is not authorized and the other is non receipt. The fact that this asshole lives in jersey city, which is right on the Hudson River and the dispute is over boat parts, right there you can nail that asshole for fraud. As long as you shipped to the confirmed address and have signature of the cardholder your protected. Make sure when you do your dispute paperwork, that you look up the chargeback codes and the procedures. At the very top of the charge back rebuttle you say "non receipt" these are the procedures that you have to follow and this is what the procedures are the buyer's credit card company must follow as per visa, mastercard, etc dispute procedures.

Your going to find out that the buyer's credit card company will deliberately violate these procedures and go right to prearb just to scare you off and give the buyer the money and the product. Obviously the buyer's credit card company is going to do everything possible to screw you over, so make sure you put the rules upfront on your documents.
