First off UPS will not accept any claims from the receiver. The sending is the one paying for the package and is the only one that can file a claim. The asshole is attempting to steal the package and get his money back. Immediately file fraud charges against him for petty larceny. Each count is 6 months in jail and at least $1000 fine, if he's done it 5 plus times, he's looking at a years worth of jail time.
