After receiving items, lied about items condition in order to get them for free.
When I blocked this his IP and disabled account after issuing a refund , this guy opened a new account through new IP address.
I realized this guy placed his 2nd order only after dispatching that, and when this guy got the 2nd order in his hand, told a lie and asked a refund once again.
