Contact his local post office and file a fraud charge and tell their post master of the fraud. Get a collection agency after him for fraud and put the debt on his credit report. First send a certified letter signature returned, stating you have the evidence of the postage stamp with the weight and there's no way that package could of been the weight of the phone returned.
