Any EBAY'er with a shipping addess of New Castle Delaware is a scammer.
There are a few shipping companies that are in the same area, receive shipments and send to Russia, Georgia (not the US one) and Asia. If you sell to anyone via an address like this you WILL get scammed.

The report was not actually even about an EBay transaction, but a "normal" webstore. So the problems aren't limited to EBay here, unfortunately.
