Seller sent 2 parcels to this buyer in Jan 2013, over 1 month buyer still not get the parcels. Due to too many parcels backlogs idle at Russia Post Office, those 2 parcels are delayed, tracking number is advised to buyer and hope buyer can wait.
But buyer want seller to resend the parcels and promise he will return money. Seller resend the parcels with the new order from buyer.

Seller request buyer to meet the commitment to return money. But the buyer reject.
