Buyer never contacted me either through Ebay or Paypal for 4 months. After 4 months buyer opens a case in Paypal on June 2nd 2017 and claims "Item Not Received" with a note from Buyer "Please provide valid tracking #". $500 was put on hold on my paypal and my paypal funds balance went negative! I checked the tracking number online website and it said "Status not Available" I was shocked as it was showing delivered status about a month ago or so. I called USPS and they said First Class tracking numbers get recycled every 90 to 120 days or so. I opened a case to have this investigated but not much luck from USPS although it did get escalated to the highest levels. I called Paypal to reason this out and they said they cant do much unless its verifiable online. I was disheartened and did some research just to find out many online forums where it is common for scammers to take advantage of this USPS deficiency. I called ebay and they dont carry records of any item purchases >60 days old. Fortunately I was able to fetch a few evidences -

I have case open on same date as yours (same item purchased in January, 2017), under appeal , PayPal gave refunded monies (on hold). I filed complaint with IC3 and USPS. No tracking available do to length of time passed. PayPal I have provide intranet document about shipping, or they refund buyer.

was the transaction done through Ebay? If so I can help you to get the delivery status. I heard from Ebay this person has done a number of shady transactions and bought a lot of these items on ebay and filed for paypal reversals. There are multiple authority cases pending against her. The process is slow. However the bitch deserves fpr what she did. I was able to get refund of a large sum for anither victim who has his experience posted above. Let me give you some advice - there are two types of cases the police handle. The first type is the type they think they can resolve, and that the resolution will be beneficial to someone. This would be something like "there's a dude selling drugs outside the Kwik Shop." They can go bust the dude, and people will be happy because the Kwik Shop isn't so sketch anymore.
The second type are the type they can't get away with ignoring - murders, kidnappings, rapes, big time robberies - the things that make the news. The media is going to demand answers and updates about the case from the department, so they have no choice but to work on those things.
Where does that leave mail fraud? In the "we'll take a report" file. The only way to make law enforcement care about this is to somehow apply pressure on them to do so. If Congress or a collection of state attorney generals were to make a big push on it, you might see some resources going into it.
