Fraud buyer. All these scammer/frauders operate the same way. They always ship to a freight forwarding company, the purchase goes through, the seller gets a charge back, sometimes weeks later, when the true CC holder gets their statement and dispute the charge. However the seller has already shipped the purchase and the actual goods are long gone to who knows where.
They buy lists of "good" stolen CC numbers.
They mostly do NOT have the actual real billing address.
Set your CC processing software to validate "AVS" Address verification system, that will stop most of them.

Ebay should be banned also eBay allows the sale of stolen iphones and no one has gotten them or the sellers in trouble and the sale of fake Nintendo games needs to be stopped.
