Hopefully one day, Ebay will catch up with him, and kick him off their site.

Posted over 11 years ago by 24.68.X.X Report as SPAM

Will lie and cheat to get partial refund, or worse, falsely claim item is fake to get money back and keep the item. Block this buyer.

Posted over 11 years ago by 66.251.X.X Report as SPAM

Please report this criminal to Ebay every time he cheats your or tries to cheat you. Either phone Ebay or use Ebay's relatively new online buyer reporting link. With enough reports, Ebay will remove this crook from their site, and will remove the wrongful negative feedback he has left for his victims

I am so glad I found the link. He has tried to do the same to me. I send him an item and claimed it was damaged and sent me photos of a totally different item. I took my money of out paypal quickly and reported him. However he has left me negative feedback. I am going to bug the hell out of ebay until they remove my feedback and do something about this crook !!

Posted about 11 years ago by 92.22.X.X Report as SPAM

In my case, he claimed the item was broken, and wanted part of his purchase price back. I took him at his word, and asked him to send me a picture so I could see for myself. He failed to send me any pictures, but two weeks later he left me negative feed back on ebay! He has made his own feedback private, so I assume he has several replies to his own negatives which point out how he abuses ebay.

I find it amazing how Ebay turns a blind eye to these criminals. I reported this crook 8 months ago, and apparently many others did before me. Ebay's response was to refuse to remove the malicious negative feedback he gave me, and to allow him to continue victimizing other sellers. To make it even worse, Ebay publishes 100% positive feedback for this criminal, thereby covering up his criminal activity on their site.

I am in a big dispute with this buyer he has my item, a pot worth £3000.00 He emailed me saying it was damaged and sent me pics of a totally different pot !! He has filed an ITEM NOT AS DESCRIBED case against me and although I have told both ebay and paypal about this buyer. Guess what they say he is entitled to his money back !! If he returns my original pot then fair enough, but if he returns the damaged pot, which is not mine, he wont get a penny back and I will take ebay to book !!

One tactic that dishonest buyers use is to leave rock-bottom detail (star) ratings, while leaving positive feedback. Your repuation plummets, but the buyer gets away with it because he has left positive feedback. Tsai Chiung Yao has done this to me after buying several items and then systematically dismantling my reputation while saving himself from retaliation from ebay. I think he does it because he is angry that I won't take my items off ebay when he demands a "buy it now", and also because I refuse to lie on customs forms. Ebay does NOTHING to protect the seller. Repeated reports have been ignored.

This guy is one bad piece of work. He seems to know every way of ripping offer buyers. Ebay clearly is not interested in protecting sellers from him, so the only thing you can do as a seller, is block him from bidding on your items. After he has his teath into your (or your auction), you are screwed.

Nearly shipped an antique Asian chair to him. SO glad I read this before I did. He's blocked!

its not just this guy ebay are to big and have no consideration for sellers wish someone would get them legally any reputable company that acted in the same cavalier way as ebay would be out of business

kia6631 has changed his ebay ID to: ken0917602

Posted almost 11 years ago by 98.69.X.X Report as SPAM

These criminals know how to try and hide. Thank you for alerting me to his new name. Hopefully those searching his ebay name will still find there way here. The nice thing about this web site, is it gives their real name and address too, and those are much harder to change than an ebay name!

Posted almost 11 years ago by 206.108.X.X Report as SPAM

He has changed his user name to kia6632 now. He left negative feedback on me after I cancelled the auction/transaction with him. I have had perfect feedback since 2000 until this jerk showed up on the scene. Ebay protects him, but not me. I have since quit selling in eBay since this issue and a few others like it.

Posted over 10 years ago by 108.162.X.X Report as SPAM

Demanded and received a partial refund else he would open item not as described.Stated it had hairlines.

I gave in and sent $50 refund but asked that he left feedback first to avoid a negative.

It seems to be a common occurrence.

I just got hit with him - he just paid for a very expensive item i had for sale and i found it suspicious that his feedback was private. I google searched him and found this site before I took teh money out of my account or sent the item. I've reported him and I'm waiting on Ebay's response. Thanks, guys

Posted over 10 years ago by 108.162.X.X Report as SPAM

I'm the poster above you and in the U.K.

I hope they do something about this,I've just had a guy win an auction who is in Spain and checked his feedback, failed to pay for a $2K item last month.

About time Ebay started to support the sellers whose fees pay for Ebays staff wages.

He sent me another whining email complaining about the remarks that I left on his feedback (only visible to him)

I replied (and will probably be kicked off of Ebay but these crooks have got to be stopped.

Dear kia6632,

I do not like the way that you have cheated me and other sellers on Ebay and your details have been circulated on the internet.

Why you choose to do business in this fashion I don't know as I considered you to be an honest buyer. The item was not broken and if I hear one more lie from you I will personally jump on a plane and shove it down your throat.

Send my money back via Paypal or believe me you will regret it.

Posted over 10 years ago by 141.101.X.X Report as SPAM

Do you see that thing with "Supernova12787 sold me item?" I sent him the link here. He thought this site was for complaining about the buyer hahaha.

I just spent hours talking with Ebay, telling them of his scam. They told me "Well, we don't see the scam. He has great feedback". I told them about this site and they basically see nothing on their end. They were not going to give me my money back on the final transaction. Meanwhile, he blew up my inbox saying "I WILL GIVE YOU $1500 FOR THAT ITEM I WILL OFFER MORE" As I tell them this, they say they see ntohing wrong with that. I finally got Ebay to agree to give me my money back and I blocked him, but I'm very disappointed that he can continue to do transactions and not listen to our advice here.

Posted over 10 years ago by 108.162.X.X Report as SPAM

He has told me that he intends to open up an item not as described case despite taking $50 as partial refund and leaving me positive feedback.

Posted over 10 years ago by 141.101.X.X Report as SPAM

Yeah, but according to Ebay, his reviews are great and he's not a scam. Amazing.

Posted over 10 years ago by 108.162.X.X Report as SPAM

I'm the person who first posted about this crook on thsi forum. Ebay has been notified about him by numerous people (many times my myself alone). He has positive feedback because buyers can only get 100% positive feedback. Ebay does everything it can to cover up the criminals who use Ebay to steal from honest sellers. What you see here, I call "Theft by Ebay". Ebay is an accomplice. If it were a more conventional robbery, Ebay would be driving the get away car.

Thank goodness for this forum, otherwise buyers would have no idea about this guy. What you read here is probably just the tip of the iceberg.

Posted over 10 years ago by 108.162.X.X Report as SPAM

ps, please note I first reported him here in June 2012, over two years ago. Ebay clearly knows what he does, and what a criminal he is (there is no way Ebay is that stupid or ignorant to claim otherwise). Ebay has therefore allowed him to commit crimes via their web site for more than two years. Each time, Ebay takes their cut in the from of their seller fees...........ie, Ebay keeps crooks active on their website, and enriches themselves.

Posted over 10 years ago by 108.162.X.X Report as SPAM

Me again - the one who got a $1500 offer from him. What I find amazing is when I talked to Ebay, they said "well, there's nothing he's done wrong on his end. You can politely request to cancel the transaction, but we don't see your grounds." I straight up asked this girl at Ebay "don't you think I'd be an idiot if I read tons of warnings on him and I still sent him an expensive item? Seriously?" and she kind of stuttered...it's just amazing that there's no buyer protection. The fact that I found a different buyer (who I'm a little weary of too) and I had to take 20 pictures of the item getting packed, getting insurance, being brought to the post office, etc. etc. just so I feel secure that a buyer won't gyp me is unbelievable. It almost makes me wish I was an awful person so I could get rich on these scams too...

I have a couple of dozen psychotic and abusive messages that Tsai Chiung-Yao sent me through Ebay when he wanted me to take down auctions and sell to him outright, as well as numerous other situations in which he was rude and obnoxious. Ebay has access to them of course, and even when I asked them to look them over while I was in a dispute with Tsai, they were totally unresponsive.
Ebay seemed to be a great thing when it first began. I've been a member since 1998. At this point it has become just another internet cesspool like so many other sites that are driven by greed only.

Posted over 10 years ago by 173.245.X.X Report as SPAM

If he asks anyone of you to alter customs documents to show a lower price than what he paid for for the item, then he is in direct violation of eBay's policies. This was the only way I could get a transaction of his cancelled and fee's waived by eBay. Send the message/email to eBay and remind them that he has a history of doing this. If they get an established history of him doing this, we may get him kicked off.

Posted over 10 years ago by 108.162.X.X Report as SPAM

The trouble is, he'll just re-register under yet another ID. Yes, ebay is totally uninterested in protecting the seller. It was a great thing in the beginning but greed ruined it. Just the same, save all emails/messages from people like Tsai. You just never know when or why you might need them. I have literally dozens of psychotic rants from that jackass.

I got scammed by this woman too. She bought a very expensive item from my Ebay store. Immediately after having received it she wrote to me claiming that the item was broken. She demanded me to refund her 35% of her payment or she would return the item back to me. I refunded her the amount she wanted. Then I found her name here on this bad seller list.

This kind of scammers may destroy your item and send it back to you if you will not accept to refund.
