Well first we dont ship to PO Boxes anymore. Reason is that they are no better off than drop off locations for people to steal items, they close the box and then disappear out o no where.

Thats one reason why you dont ship to PO Boxes! Would get a collections agency after that asshole. Do a background check find out his home address and hit the asshole there for fraud, plus charges for all the credit card dispute fees.
