Thanks for your posting. I was contacted by someone using the same address which is actually a large warehouse occupied by a Chinese logistics company.

I had a buyer named (Peng Dong) from the same address try and buy a $150 computer part almost went through with the sale thank God this post was made. His E-bay account was at the time (pd373307665) and they are all using slightly different apt numbers to the same address. When I went to refund the money was the only time I could see his email address and it was something ridiculous like (username@qq.com) which I looked up and once again it was something related to China and the business in Delaware happens to be some sort of Chinese Logistics Center Company. With the purchase right away I noticed something fishy due to him adding a purchase message that stated and I quote (Note to seller: The mouse is not open。)
If you experience the same issue I would consider making a quick call to E-bay as I did in this situation and they told me to cancel the order immediately and they would investigate the buyer and take care of any negative feedback or any issues that would possibly occur.

I am a user from China, this address is a warehouse of SF Express, a Chinese express shipping company, which help transfer goods from US to China. That company uses different Apt codes to identify different clients. Although some users may commit scam, please keep in mind that not all users use this address are suspicious, thanks (because I sometimes use this address as my shipping address as well:) ).

I work in this warehouse. Yes, it is SF Express and sends goods to China. Most people working here are scammers because that's what we Chinese people are. Though feeling shamed, we do it anyway because we can get away from it most of the time.

My buyer, voq.kug.hdrgugk, walked away with an Intel i7 7700K and the $350 that eBay automatically refunded him after he opened a defective product return request. Precisely the same MO--to the letter--as the OP. The only difference is that the USPS refused to give me the address the processor was "delivered" to, citing privacy laws.

Finally, eBay refused to refund my money, saying they have already closed the case and with tracking showing it was "delivered" somewhere in my zip code area, there is "nothing they can do but side in favor with the buyer."

Claimed product was defective, initially uploaded a fake tracking number, uploaded the real one 3 days after the item actually arrived, and I never received anything in the mail. eBay can't help me since the tracking shows "Delivered." This is happening right now to me. Buyer of my Intel CPU from this address just opened up a defective item return. I called eBay before agreeing to the return and showed them this webpage. Sent my case right over to investigations. Don't know if anything will come from it.

eBay needs to protect its buyers and put this address on a blacklist so nobody can ever register with it again.

Buyer Submitted a return on 7/23/2019. The return tracking number shows no progress on tracking. I’m waiting for the inevitable fake track number to be uploaded to eBay. Once that happens I am prepared to file reports to police, postal inspector, ic3.com, etc.

i already forwarded eBay a link to this thread and reported the buyer for abusing the eBay money back guarantee by having the item shipped to a freight forwarder/ reshipper address.

If anyone finds themselves with a pending returned item from this address, or any warehouse in an industrial park that might possibly be a forwarding center, call eBay, show them this page, and tell them that you agree the return on the condition that the buyer/scammer use the eBay-provided label, not their own. It will be a difficult thing for them to do if the package is already on its way to China, and they themselves live there. The person I talked to in the investigations department told me that the return will be denied if they use their own label. Make sure you message the scammer and tell them all this before authorizing the return so it is recorded.

I also arranged to have my returned package with that label (if it ever arrives) to be held at the post office so I can open it in front of the postal inspector. If it contains anything besides the processor I sent, including the same serial number, then I will file a mail fraud report against the warehouse/forwarding center.

I spoke too soon. Scammer NAVJ-96 somehow managed to upload a new tracking number. I’m currently working with eBay to get this resolved.

With your concern about 'navj-96' if the item was sent to a forwarding address, automatically eBay Money back Guarantee will be voided for the buyer. So they can completely close the case/request after the 3 business days seller make it right period.

Regarding navj-96 - yes, i just spoke with ebay and they said the buyer doesnt qualify for a refund because of the forwarding address. However, there is still a return open that shows the new fake tracking number as 'delivered'. I'll keep an eye on my paypal and see what happens.

Fell victim to this scam from a buyer at this address, reported it to eBay upon finding this webpage before authorizing return. eBay told me they would investigate but also told me to authorize return. I did, and sure enough, scam happened as described above. Sure enough, eBay refunds the buyer automatically, even though my return case was "being investigated". Had to call USPS and eBay and waste a couple hours of my time to get refunded. Presumably, the buyer has already withdrawn the money and run.

eBay is either unwilling or incapable of dealing with this ongoing scam. The company can't protect its sellers. I'm glad I'm not an eBay shareholder; they're getting screwed too.

Was scammed out of a 8700k. Scammer deleted their eBay account right after purchase and 'returned' the item to a McDonalds in my zip code. PayPal covered me and refunded the buyer at the same time. Same address as everyone else here. I am sure the names are just random as well.

PayPal informed me the buyer's account was from Hong Kong. Notified the local New Castle police department about this scam/fraud ring.

Submitted a fraud report with the USPS Postal Inspectors which is the law enforcement agency of USPS. Hope everyone from this address gets locked up for purposefully facilitating fraud.

I was able to completely void everything by simply reporting the buyer and telling Ebay that the mailing address is a freight forward company. The scammer lost. LMAO.

Same happened to me and my wife, well we caught it first. They have apparently bought a phishing pack of peoples amazon account username and passwords.

Check this out - they log in, purchase (using your oldest saved card info), change the shipping address to this address (random apartment number, same exact zip), then archive the transaction so you don't see it. There is a loop hole if you archive it fast enough the transaction doesn't notify you in Amazon. Thank god the attempted card was no good and the product was put on hold, and in turn notifying my wife of our pending "Apple Pen" (never owned a apple product in my life). She canceled the order, changed everything including 2 step verification. Its a good thing they are that far away, they will piss off the wrong person one day - they can say its not them all day, but when the PO brings packages there, who receives them? someone there. Pathetic waste

I was just scammed by this address on Amazon. They somehow got into my account over night while I was sleeping and placed a next day order for Airpods. NEW CASTLE, DE 19720-5106) was used by a hacker on my Amazon account to send me a "Crucial P1 1TB 3D NAND NVMe PCIe Internal SSD, up to 2000MB/s - CT1000P1SSD8" ...I don't even know what I would do with this. But it got delivered to my house. I was told they are hacking Amazon, sending stuff on your behalf and then giving themselves ratings on your behalf.

I actually received a package from Joe Doe at the 1140 River Road address, but never ordered anything from them. It has my correct name and address, though not sure how.

A claim has been filed, seller FINALLY responded that they will reimburse as long as I send the item (partial and not correct) back. The address was the New Castle DE address as all the above, but Seller requesting it be sent back to CHINA!!!

Sold a high end guitar on Reverb to Celia Celia same 1140 river road New Castle DE address. They paid and I shipped. However by the Grace of God no one was there for the delivery. I sensed something was a miss after no response from buyer. I googled address and found all this. I called UPS and the guitar is on its way back to me. I sent buyer message saying it’s a scam I’m on to you and guitar is coming back. The money is still in the reverb account and buyer keeps messaging me that he’s legit It’s like he really wants to scam me or really want the guitar lol. His feed back is all posted within 2 days of the purchase. Also tried to purchase same item under Chen Song same address.

Having just received a random package from this address, I think they've updated their scheme to not just send an empty envelope, but an item that has some weight (possibly similar weight to item) to another address in the same zip code as the ebay seller.

this address purchased a CPU from me on ebay. I didn't catch that it was a scam until after I shipped the item but I was able to have my package diverted and sent back to me before delivery for a $15 fee with USPS so the buyer will not get the item.

A valid order was placed on ebay from overseas. Tracking was not provided but item was received from this address. After investigating the SF#, tracking verified item was sent from correct POI, went through customer in LA, and arrived at proper address. Total time 15 days. This is VALID order with overseas origin-shipped via SF Express and ups mail innovations. Hope this helps those receiving via this method that not all items from this address are related to scams. SF express international allows items sent internationally. The item I ordered did not originate in China OR the US (Delaware). Even though tracking was not provided, upon receipt, I was able to see tracking from point of drop off to destination by googling, checking sf# and translating any characters. It is wise to check EVERY order detail and tracking from inception to end. Sometimes info is missing, so it requires extra research whether or not the item is a valid purchase.

well, the REAL question is,...... why doesnt EBAY do something about that address? i just got a buyer from that address, and the address looks weird; it LOOKS like a scam. so i googled it and found this page. ebay only gives a shit about the buyers, not the sellers at all. has been that way from the start. if they find a pattern like this happening, why dont they shut it down, instead of costing a bunch of sellers a bunch of time, aggravation, problems, and money? my buyer has 3 positive comments, and all are going to be pissed i'm sure, shortly. buyer on my item is:

I have been on ebay since 2005. Currently I am living in Hong Kong. I am a sports card collector and I purchase sports cards on ebay sometime. I am so annoyed by the EBAY international shipping program since 2017, it costs me around $50 for whatever small card I buy from US seller. It does not make sense if I buy a cheap basketball card for $5 and cost me $50 for shipping.

I started to use this warehouse 1 year ago. It identify users with different Apt number. They store store parcels for me for several months and then resend to my current Hong Kong address. So far, I do not experience any issues with Ebay sellers and the warehouse. It save me a lot of shipping costs.

I look at addresses all day and this one for sure looked janky. Thank you to all who have mentioned this issue! I almost lost a beautiful comic with Stan Lee's sig on it. Also a big red flag is its a United States address but eBay charged me a international fee of $30.
