This is a Chinese bad buyer who buys items internationally (Canada in my case). He chooses surface mail delivery, which takes 8-12 weeks. He does not choose airmail which would get the item to him in 1-3 weeks). After about 4 weeks, and well before the expected delivery date of surface mail, he files a fraudulent item not received complaint with paypal asking for a full refund because the item has not yet been received.
