So that doesnt mean jack crap. Figure out what the insurance would be on all packages, add that rate to the cost of the shipping. You can easily state the increase is because of the amount of fraud, increase of shipping rates, whatever you want. Add it, when someone files a defective exchange, file a claim with the shipper and use the report from the receiver. In either event, you'll covered from fraud. Ebay and Amazon arent going to to jack about anything because they dont want the buyer to file a chargeback, so they screw you over. What you should be doing, is sending the buyer to collections and send him a certified letter stating that you will be filing fraud charges against him with his local police department and state that his information is already posted .
