left about 650 feedbacks to other sellers since Feb 2007 to Sep 20, 2011 .
In 78 feedbacks, he specifically claimed that he never received the items, which is 12.02% of 649 feedbacks. The actual ratio could be a lot higher, as he wouldn't mention it in the feedback in many cases.
Pay particular attention to feedbacks he left to seller from Jun to Sep 2010. In almost all the feedbacks he claimed he never received items from sellers and left positive feedbacks to sellers after getting full refund. This is so horrible. If the items he bought always got lost, why did he keep buying on eBay?

My personal experience: he requested to get partial refund for an item without any problems after he received it. When his request failed, he left negative feedback.
