This scamer is in China. He/she buys valuable antiques on ebay from international locations and pays using Paypal. The buyer then pays for the slowest available delivery method (tracked surface mail in our case). While the item is in transit, and on schedule, but before it is delivered, the buyer files a fraudulent item not received complaint with Paypal in an attempt to get their payment returned by Paypal BEFORE the item is recorded delivered by the tracking information. This is called Theft By Paypal.
