In such case, seller can contact Paypal, and if buyer can NOT present proof of return, then Paypal will get the money back from the buyer to compensate the seller. I had to do this once.

paypal can do nothing if the case was open on ebay.
once the ebay case is on,paypal can not control the case and the money.
eBay case and paypal case is very different.
