After only 3 weeks this buyer open a dispute with Paypal without contact us previously and upgrade automatically to a Claim.

After have informed this buyer to close his claim unjustified due to the delivery method he choose,
this bad buyer not accept it and inform us that he have right to do this and the law on his country obliges us to sent it in less than 25 days
and he will not remove his claim if he not get his order in more than 25 days that is impossible due to shipping method he selected.
