Next time clearly specify your return policies in the advertisement. If its clearly stated what the return policies are you can force it down PayPal's throat. But since the transaction was ebay and paypal, they are going to screw you over as the seller every single time for the change of getting a chargeback fee from the buyer. So PayPal and Ebay are going to kiss the buyer's ass and leave you out whatever losses that are grained from this transaction because they care about themselves only and couldnt give 2 shits about you. thats reality with those companies.
