I was able to track down the correct information for the "Bill To" address on the credit card, and he confirmed that he was the victim of credit card fraud and had several unauthorized charges on his card that day. |

Well first rule is never ship to any other location than the PayPal confirmed address or the credit card's billable address. If you dont to that, your the victim, because the burden of proof is you to prove you shipped it to the credit card's billable address. If you dont your out the money and product for that exact reason. The first red flag is the different states. Never we dont care what the buyer says, dont ship to any other address other then the credit cards billable address. If the buyer gives you any lame ass excuse tell them to go fuck themselves. Its your the one thats out and the one that is liable. you did the right thing.
