I heard different as your comments. With police report PayPal and eBay closed a buyer account.
Even worse reports are in the system affected and when they tried to cross the border it was on the security system, and could lost the permission to enter for fraud in US. Also they got trouble receiving mails because Post office denied to deliver mails to them.
Also others were caught when police knocked their door even scammer used a fake name, how they did it, not sure.

Believe it or not soon or later, ot will be afect them. I read online online fraud start affecting their score credit.
If they are out of the country if the'll try to renew passport, it will show online and won't get passport or they are taking a risk to lose their passport if they get enough police reports, fraud online reports.
I'm saying because I got more than 2 emails recently asking to remove the report here because it is affecting the credit to be approved for college. And the other one affecting the score credit.
It is not for money, it is because their actions
