buyer opened up a premature claim on PayPal, before the estimated delivery date. He then pulled the standard international scam (leave package at customs office without paying customs fees, open up claim with ebay/paypal, then pick up the package once ebay/paypal resolved the case in his favor).

I highly recommend not shipping to this customer and blocking any known usernames from purchases.
