This scam buyer buys items on ebay. He then tries to extort the seller into giving a large refund (75% in our case) or he will file a complaint with ebay (leave negative feedback etc). In our case we asked him to return the item to try to shut down the situation. Instead he filed negative feedback with ebay, and did not return the item. Clearly this person is not interesting in actually returning the item. His true agenda is to extort sellers by threat of negative feedback. This is the very definition of a scam buyer.
