Buyer ordered item and we shipped it SIGNATURE REQUIRED to the PayPal confirmed (also eBay registered) address but the buyer was not at that address. We had also communicated with the buyer PRIOR to shipping to confirm the legal use of the performance product in the state of CA and the buyer confirmed the address. The day after UPS attempted to deliver with a signature required the buyer claimed it was an unauthorized charge. The person at the residence claimed nobody was there by that name and refused to sign for the package.
