That's the first sign of fraud being committed. Make up your policies and stick to them. The problem is that when it comes to credit card acceptance, you have no protection not even from your own processor. They allow buyers to get away with hell and the buyer's own credit card company will purposely violate the guidelines that they must follow. When you do your dispute paperwork, clearly state in the beginning, the chargeback code, the reason, and the things the buyer's credit card company must do. Alot of these asshole credit card companies will deliberatley ignore the regulations and go right to 2nd abritation trying to scare you off by paying that $520 non refundable fee if you want to continue.
