This person is an internet scam artist. He buys an item on ebay and pays with Paypal. When the item is delivered, he refuses delivery. He then makes a claim with Paypal stating the item was not delivered. He gets a full refund from Paypal, without the item being returned to the seller. He may be working with the post office delivery person to make a false record of delivery. This scam works even though the tracking information shows delivery was attempted but he refused to take possession. Tracking states the item is being returned to the sender, but there is no further tracking.

The seller’s arguments are totally flawed, absolutely irrelevant, entirely unconvincing. I am not the internet scam artist. I refused the delivery because the item posted on eBay differed from the item which I received. When Lorie, who is UPSP delivery person, brought the item to my house, I explained the reason why I needed to refuse the item. She understood the reason. Additionally, eBay and PayPal also understand the reason. I processed the refusal based on a policy of eBay and papal. This is the reason why I get the refund. The seller should have gotten the item, but if not, the seller should have appealed to ebay, papal and USPS. It appears that the seller did not do so and then posted the irrelevant arguments noted above.

This scam artist's reply is internally inconsistent. He/she sort a refund from PayPal by refusing to accept delivery - ie without ever seeing or examining the item. Elsewhere he/she claimed the item was delivered. They can't both be true! Further evidence of their dishonesty

As a follow up eBay recognized this scam and dismissed his/her claim. He/she then made the same fraudulent claim to PayPal and unfortunately was successful.
