I have sold product to your customer: Jan Goldenberg.

I have a photo copy of his credit card and his ID.
I have proof of delivery from FedEx.

There were a series of purchases where we spoke many times with the customer.
He purchased from July 14 - August 11.
To feel comfortable with the high volume transactions, got a copy of his credit card and license to insure they were in his possession. We then shipped the product where it was delivered with proof of delivery.

That was in July / August. On August 11 he wanted to use another credit card but stopped returning calls.

It was reported on September 29. 2 months after the transaction that these were fraud.

We disputed the chargeback of course, with Paypal who now says that TD Canada is siding with the customer.

This brings on a lot of questions:
With having their ID, Credit card, and proof of delivery, there is really only a one option...
Card was stolen along with his wallet.
If this is the case,
Is there a police report pre dating the charges?
Were ANY other charges during that time from made that would show he had the card?
If the card was reported stolen, why didn't the bank stop the card?
Why did he wait until September 29th to dispute the charges? Clearly if one had $20K+ in charges on their card, they would put a stop on their card right away.
What is the policy of TD Canada with regard to high volume purchases and notifying their customers?

This seems to be a clear case of fraud.
