on 20 Mar I sold an item this guy
A month later he claim that he never received it and ask for a refund. I have doubt about him so I didn't refund him.
He open a case on eBay get back the money and leave me a negative feedback.
On 20 May I found out that he resell the item at a higher price!

You should of documented the situation report him to eBay and PayPal, as proof of fraud. If PayPal and/or eBay sided with the buyer, then you should be pursuing legal action against the buyer, PayPal & eBay. You should of wasted no time contacting eBay immediately. They know what they listed on their site from 3 months prior, they knew the buyer/seller bought that item and was stupid enough to try it. You can also file criminal charges against them for selling stolen merchandise.

I have appeal for the case and even list out both item no.But what eBay reply is he may brought from other seller and I don't have tracking no. to proof it.
I don't really mind the loss of money , just angry with the rudeness and dishonest of this buyer and to warn other seller.

Yeah Ebay stated some reasonable doubt. The whole dispute came about because of no tracking information. ShipRush for USPS use that program, you'll get tracking on the products and dont have to pay for them.

You should really keep an eye out on this one. He has been scamming people for years on Facebook and Instagram. He is widely know throughout the Wonder Woman pages as a Huge scam artist and bully. It's the same old story every year. He has many fake accounts. When someone calls him. Out he sends really nasty messages in private.

A "friend" posted a link to this to try and make this person sound like a horrible person but, after researching the seller, there is no reason to think that. And, from the comments above, looks like that now ex-friend of mine has some vendetta against this person. Looking at this sellers account, they have been an EBay member since 2002 and have 100% feedback. 15 years with 100% feedback is an awesome accomplishment.

He can cheat many seller yet seller can't give him negative feedback on eBay

If he cheated "many sellers" or any sellers, he would not have an account. People need to think about what they are saying before they comment. EBay does not take issues like this lightly so if it was something someone was doing a lot of, they would have banned the account already regardless of what kind of feedback a seller cannot leave. And from what I am reading, there is no proof this whole scenario even happened. The buyer did not receive the item from this seller so he bought it from someone else. From what the seller stated, there was a 2 month gap between the sale date and the date he claims he saw the item listed on eBay again for sale. This is all assumptions the seller is making. As for the buyer then selling a similar item for more money, that is what eBay is all about.

Also, does this site have permission to post people's home addresses like this? Seems a bit illegal if you ask me. If you want to focus on someone doing something wrong, let's talk about that. The EBay seller should not be giving out a buyers address.

It would help if you had actual proof to back up your claims. All I am reading is a lot of assumptions with no proof to back anything up. How did they con you personally? What did this person take from you and your friends that makes them a "con artist" and a "scammer"? Did they do something that personally effected you and scammed you out of money or an item? Before you try and bring someone down, you should really have solid proof to back it up. Just saying someone is a "scammer" or "con artist" does not make them a "scammer" or "con artist".

Hey I remember this nasty guy when he didn't win an item and when I offer him a second chance he reply comments saying I ask someone to outbid him to jack up the price. Hello this is eBay and people get outbid all the time! What a rude buyer who is also a seller that claim to have 100% feedback since 2002!

So rude makes someone bad? From your comment, immediately calling him nasty, sounds like you are a bit rude as well. Also, if you take a look at his eBay feedback, you will SEE the 100% feedback and being a member since 2002. There are no "claims". It's fact.

How he gets so many positive feedback is beyond me. I would have let this pass if he is a bit courteous in his response, but his response is a huge pain in the ass like I owed him money.
Future buyers / seller beware of him, any jerks like him should ring some alarm bell.

I am curious, why did you have to offer him a Second Chance offer anyway if you claim the winning bidder was not a friend of yours or had anything to do with you? When Second Chance offers are given, that means that something went wrong with your winner and, from what you are explaining, it does sound a little fishy that someone would bid up an auction then back out then you turn around and offer a Second Chance to someone.

second chance offer doesn't necessary mean something went wrong with the winner. The seller may have more of the same item available and they are willing to sell it to the next buyer at the amount bid.
