You need to make sure the asshole knows that she will have federal charges against her. PayPal typical doesnt charge any fees for disputes found in your favor. Most of the time international buyers file disputes is because sellers dont place any tracking on the package. There's no proof you sent it, nor is there any proof they received it. Additionally, because its international, good luck tracking them down! You need to make sure you have policies and procedures in place, not to notice that you should know you are going to subjected to risk because of international. Insurance, charging more money for every international order, to cover that fraud costs should be considered.
