This customer ordered some items which were shipped to his address in Malaysia. It was a large order, and we agreed to ship the order and waive the shipping fees. After he received the tracking number, he opened a case with PayPal claiming he did not receive the items. Our account was immediately deducted the purchase price in full. We re-shipped the order a 2nd time, and he then claimed he also did not receive the 2nd shipment. PayPal always rules in favor of the buyer, so we were out over $400 in merchandise and about $50 in shipping costs.

Then to make things worse, he sent a letter to the BBB here in the US claiming we had ripped him off. We received a questionnaire from the BBB asking our side of the story. I have no idea why BBB would open a case for a customer in Malaysia? Then he wrote to the manufacturer in the US complaining about us (retailer). The manufacturer was just about ready to ship another order to him at no cost, when when they decided to check with us first. I explained the situation, and the manufacturer agreed that we had done the right thing. If the manufacturer would have re-shipped this order again, this customer would have received the 3X the order for free (twice from us and once from the manufacturer), in addition to getting a full refund from PayPal.

Seller was apprehensive about providing tracking information and proof of shipping. But once there was intervention by PayPal, they had to provide detailed info as to why the items did not arrive. There was lack of details whether the items were shipped or lost. A item not received complaint was therefore filed as it is the normal practice. Seller asked to place another order and same issue happened. There was no allegation that seller was a cheat, just a normal procedure to report that items were not received.
