EBay needs a better way to handle scumbags like this. At a minimum, sellers should be able to re-list the item immediately if payment is not received within 24 hours.

Happened to me too 2 weeks ago, now with the monthly selling limit I cannot post the item until September. This experience has left me unwilling to sell on Ebay. Ebay has not shown the slightes signs of caring about this issue, and have been utterly unresponsive to my inquiries. Says the name is Mirian Gazdeliani. His shipping address says Delaware but his account name says located in Georgia. He sent me a message saying payment was sent and pending balance once phone is shipped and delivered. Would I be safe to assume that this jackhole is never going to pay? This would be twice this happened to me on my phone in two weeks.

Do not ship the phone until you have the money in your hand.

Cashier's checks are often forged these days too, so don't accept one, or if you do, wait at least a month, and maybe two, for the check to pass the bank's fraud department.

If PayPal says the money has arrived, you have to ship. The only problem is, with this guy's history, he might pull a fast one yet, like claiming the item didn't arrive, or didn't work, or something else. AFAIK, there isn't much you can do about it at this point. Make sure you retain proof of shipping!

He/she then received the purchase I had made. I called EBay a second time tonight (after reporting this scammer/hacker the first time) to try and give them the information I found on this thread and they said they didn't need it...that they were investigating. File mail fraud complaints - even for old cases (back to 5 years).
One case, they will not investigate - multiple cases can trigger an audit of the permit or even a criminal investigation if the company acted as an accessory.
You will need look up your local US Postal Inspectors office and complaints should be submitted BOTH online and by mail.
If you shipped by FedEx or UPS you can report it to the Secret Service as credit card / wire fraud.

Apparently, they are a company that ships items that international buyers buy from America. It seems like the guy I sold my phone to got scammed by them because they keep saying they haven't got the package when I know it has since I have a tracking number of the package. If any of you encounter buyers with that address, don't do business with them or rather persuade them to use different international shipping services.

Paypal said that as long as I sent it to the address and it was accepted there, I was covered by their seller protection. It's been delivered, now waiting to see what happens next. I would contact Paypal if I were you.

Just heard from my guy this morning threatening to open a case if I don't send a tracking number. I added the tracking number to the Paypal transaction as told to do by Paypal and was able to tell him his package had already been delivered (I sent it with complete tracking and requiring a signature). There could be several different people using this address (which is the address of a company that ships to Gruzia, aka Georgia, between Turkey and Russia). They could be separate or all part of a criminal group. Or maybe the whole culture there is crooked.

Apparently, Inex is an export shipper that saves a ton of money vs. shipping directly to Georgia (aka Gruzia), and they disclaim responsibility for all these crooked buyers. Yeah, maybe. If you got paid via PayPal, do NOT ship to any address other than the PayPal verified address. If you do, you will open yourself to a claim of non-shipment, and you are likely to lose both the laptop and your money.

I highly recommend that you do not attempt to sell items to this individual. I sent him an iPhone 5s in excellent working condition. He submitted a refund request to ebay stating the phone was not as advertised and had pink spots on the screen. He also showed a photo of the original box with a different IMEI number. This individual will attempt to scam you using ebay/paypal return policies. He will demand refund due to item not as advertised or damaged. I took videos and photos of the iPhone just in case this buyer attempted to scam me. I prevailed and the case is now closed.

UPDATE on the post directly above this one. I went through eBay's Report a Buyer process and let them know that I was going to cancel the transaction and why, adding this website link to the message. Then, I went through the process of refunding the buyer, choosing the option that the buyer provided a bad address. Once I hit the Refund button, a message popped up that the buyer will be given 10 days to confirm my cancellation. However, within 10 minutes, I received an email from eBay stating that the transaction was cancelled and that a refund was made. I went to my PayPal account and was able to confirm that a refund was made. I did ask eBay in my first message to please remove any negative feedback which the buyer may make. We'll see what happens if negative feedback occurs. THANK YOU all for this thread.

You sold a cell phone to an individual who had you ship it to INEX Group and now wants to return it, but surprise they live in the Republic of Georgia and they want you to pay for the additional cost of international shipping. Here is what you do: accept the return option where they get refunded once you receive the phone. They will e-mail you relentlessly about how they need additional funds to cover the cost of shipping. Simply ignore them, because time is on your side. They have one week to ship the phone and give you a tracking number, otherwise if they fail to do so, you can simply cancel the return request. Odds are they will cancel it once they realize you aren’t falling for their scam.

I just had to refund a small $7.23 sweater auction purchase shipped to this address. Oh well. It's a small amount and now I know what to look out for. Glad to come across this list.

This guy bought 5 broken for parts iPhones from me. They were listed as broken and will not power on. All of them verified iCloud unlocked. 30 days later he starts harassing me telling me he spent money and none of them are iCloud unlocked. I mean several harassing emails. I gave him the benefit of the doubt I contacted everyone I purchased from and they all verified unlocked and removed from iCloud. I told this guy to send me proof but never would finally they stopped emailing me. Guessing these people buy phones and repair and send over seas. Due to hearing stories of people being burned by eBay buyers in the past, I have a tradition of googling the address before shipping to make sure everything is legit. However, this is the first time I've actually encountered a scam like this! I've been selling things on eBay since the early days of eBay, so having come across a potential scam of this magnitude really makes me wonder if I want to continue on eBay or not.

The only thing that perplexes me is that the buyer had a feedback score of 94 with 100%. I don't quite understand that part. Regardless, I decided not to chance it and canceled the order.

The sad part is that before I shipped the phone, I contacted PayPal to verify that the funds were on my account because I had a funny feeling about this buyer. PayPal ensured me that the funds were there but on hold until the customer verifies that he has received the item and that everything is okay, and not to worry because of the seller protection. Well, let's see what the seller protection will do now.

Thank God that I found this site before shipping an item to this address. I received email instructions from 3b3a2-99 (not the buyer)to mail item to Inex group... 'as a birthday gift to their gf'.... I attempted to email the buyer to confirm address but no response. I then became suspicious and searched for their telephone number and this forum came up. I immediately cancelled the transaction even though payment has been posted. Reason for cancellation was problem with the shipping address.

Now I feel stupid, because I shipped a used phone to a user called one-bid0 under the name Natia Gigiashvili to this address a week ago, and I’m getting messages that they are leaving the US in 2 days and the package has not arrived. I KNOW the phone works and isn’t damaged, and I KNOW I shipped it. USPS tracking just sucks so it won’t update. I’m going to call the post office later. But I absolutely refuse to refund because I know that I shipped it and I know that it works, whether they’re in the country or not isn’t my issue.

Good luck. EBay doesn't have the best reputation with such things, but maybe with so many complaints about this address, you'll come out OK.

I figured that. Went to the post office, it delivered a week ago and they were lying, entered the tracking number into ebay (I entered it incorrectly originally by accident) and the money was released into paypal and is currently transferring to my bank account. I got papers from the post office proving it delivered. I sent them a screenshot of the tracking and they threatened to open a case against me. I told them to go ahead and open a case, it would be useless. I actually called ebay yesterday and they said I'm in the right, so... Once I told them this, they said, "why youn are so ungry ? first, it was your error that you provided tracking number, no you uploaded other tracking and i see that the packege is on it's way and i see that it will be come to me delivered in 3-4 day. relax bro, relax))))"
I didn't respond to that one, because clearly they're lying about that too, it says delivered anywhere you check. I'm glad I got the money. Sad that this happens to so many people.

Good news, if you shipped something to this address listed above. I just won an appeal in my favor because the money back guarantee doesn't apply per the rules on the eBay website if the item is shipped using an unauthorized freight forwarding company as that falls under the non covered transaction. Yes, I had to jump through hoops and yes, I had to send a million emails and appeal but they finally confirmed that due to the buyer, who was based in the country of Georgia, having the item shipped to the Inex company LLC he was not eligible for the money back guarantee. I had to supply documents where the address of the buyer matched the address of the freight forwarding company. Make sure to bring up their own policy.
