First off you cannot file a chargeback if there is no payment, so you better get your facts straight. If he paid for them and filed disputes those are two separate things. Secondly, if your a US resident and shipping internationally (yes Canada is international), then you have to know the risks, especially (1) having tracking on all packages (2) the extra costs involved and (3) chargebacks and going after assholes from outside the US. If you ship outside the US without tracking your opening yourself up to fraud left and right, you take the chance every single time.
You have to place tracking on everything, have a signature for every package shipped, and remind those assholes they are responsible for customs and duty fees. And dont let those assholes tell you to place "gift" on the package then you'll have to deal it with US customs if they find out your a business or have a business name on it or they find out its an auction purchase etc.

Fraud nowadays is on the rise all because of credit card companies and banks that really dont give a shit if your the merchant. Remember they make money on chargeback fees and the old PayPal thing were you need us we dont need you and keep you in fear of losing your source of income. Until all merchants come together and start suing visa and mastercard, thats the only way its going to end. Until then, you can be the seller, the buyer can lie through their teeth and not submit one shred of evidence. Even if the buy knowingly has the package, credit card companies and banks always screw over the merchant!
