This buyer will deliberately down rate you because shipping/mail is delayed in getting them their order, even though you ship within the timeframe that the selling platform required of the seller. What is funny is that they, too, sell items. So, you would think they would understand that there may be mail/shipping delays. Be forewarned of this Mercari buyer!
