Did you send the item before it was paid for? No? Then you should have just opened UPI and put buyer on Block Bidder List. You would have received your Final Value Fees credit from eBay, and then re-list the item without worry that the same account will do it again...
This isn't the biggest problem on the platform by any means. Although aggravating at times, it's better to have deadbeats than liar buyers who create problems AFTER completed transaction.
