Thats because he knew you didnt place tracking on the package. You knew that once a dispute opens for non receipt of merchandise, the burden of proof is on you to prove the person got the item and the only legal way is via tracking. You played the odds and lost, obviously you should of stopped the transaction when you found out he has a past history of this, meaning if you didnt ship the item out already.
But thats your own fault for not putting tracking on the package if you shipped it without it.
