Exactly, they wont do anything. PayPal is more interested in stealing sellers money and closing their accounts to save their own asses. They encourage buyers to file disputes, and now making it more scammish now PayPal is paying for buyer's returns. We all know who's going to get nailed with that cost. PayPal and eBay supposed to be separate companies, BullShit!
