First off thats what you get for dealing with business overseas and using PayPal. You risk everything when dealing with overseas people mainly because of 2 reasons. (1) there's no tracking for anything unless your paying an arm and leg for shipping and (2) the fact that credit card companies are still in the stone ages when it comes to validating credit card addresses. So PayPal says the address is unconfirmed and you know as a seller that if you ship to that address and its unconfirmed, tracking or no tracking you will loose every single time. The address as to be verified as the credit cards address and no other. International people know this and they will do it to steal the product from you. Are you really going overseas to go after them, no, thats why they do it.
