The shipment was delayed due to USPS and customs. The buyer claimed refund and the package was delivered after 10 days of refund. I was able to track the item and USPS shows proof of delivery as Feb 12 2014. Now, the buyer is not replying to emails or answering to phone calls. More over, the phone number listed on ebay ((671) 989-1821) is incorrect. The number which buyer provided during resolution process is 671-564-1821. I believe, the buyer is a fraud and is cheating the Buyer protection on eBay.
