Submitted an offer for an item I was selling, and I accepted the offer, but buyer never paid. After a couple of attempts to contact the buyer with no response, I opened an unpaid item claim. The buyer never responded, a strike was issued against the buyer, and I relisted the item. Not sure why buyers submit an offer if they have no intention of ever paying.
