First off you should of stopped doing business with that person the second he filed the first dispute. Second, regardless of how many times he states the item wasnt delivered, as long as you have tracking being delivered to a confirmed address you wouldnt be out any money whatsover. He wont get a refund regardless of what he claims, unless you didnt ship it to a confirmed address, otherwise its your own fault, because you know yourself that you have to ship to a confirmed address for protection, if you didnt thats your own fault.
