This buyer is located in China. He buys valuable antiques from overseas. He then pays to have them shipped by the slowest method available (tracked surface mail in our case). He pays with Paypal. He then files a fraudulent item not received complaint with Paypal before the expected delivery date. He tries his hardest to get his payment refunded by Paypal BEFORE the expected delivery period (ie before the item is delivered), so that he can get his item and his payment. This is called attempted theft by Paypal
