1. Seller's account preferences block shipments to addresses outside the U.S.

2. Seller's listing TOS specifically states:

A. Buyer must be located inside the U.S.

B. Buyer must have a verified PayPal account.

C. No shipments to reshipping services and/or companies buying on the behalf of buyer.

3. Buyer located in Costa Rica.

4. Buyer establish account with a Mailboxes Etc. reshipping service in Miami, Florida.

5. Buyer had unverified non U.S. PayPal account.

6. Buyer left retaliatory feedback when seller cancelled transaction and refused to sell item.

7. eBay removed buyer feedback.
