Well then if the product is high end, then file mail order fraud and theft charges against him. File a police report in your local town, get a copy, then contact the courier, and send them the police report. If its the USPS then contact the local USPS in his home town along with sending them a copy of the police report.

I personally think you a bad seller trying to rip people off. What some of these guys do on Ebay is, they sell you crappy goods and expect you to take it. Why didn't you report it if you believe he changed the system board like you claimed?
I wont be surprised you had a seal on the device saying if tempered, it voids the warranty yet when you received the appliance back the seal was still on it not moved nor tempered. Leaving screws un-tightened doesn't mean he changed the board. Sometimes brand new stuff arrive to our company DOA, how much more a used appliance?
I don't like people who tarnish others reputation when they know they are the ones at wrong. You sold a lemon Security appliance and which he returned returned because it was DOA. It happens..
