Details: | This scumbag bought a Razer Diamondback (special PC mouse designed for gamers), from me for the total cost of about $67 in early March, and about 3 weeks later started to message me that he hasn't received it, and "expects to NEVER receive it." I told him that's a very strange thing to say that he never expects to receive it, as sometimes shipments get stuck in customs for quite a while, so that they are delayed but eventually do get delivered. I also provided the buyer the LCxxxUS customs form no. which when tracked at the USPS website, does show that I did infact ship the item (as it indicates it was accepted at my local post office, and processed at a nearby postal facility). However, since this is a USPS First Class International shipment, it doesn't have FULL TRACKING service (tracking that shows that the item was delivered all the way to the buyer's door). Only Priority Mail and Express Mail serivce have that option when it comes to international shipments through the USPS. The buyer acknowledged that I sent the item, but he continued to insist that he doesn't expect the item will arrive, and eventually filed a PayPal dispute and escalated it to a claim right after. As I explained, since this is a USPS First Class Intl. Mail shipment and there is no complete tracking that shows delivery had taken place, the buyer automatically won the claim and took a $67 refund from me. But I never had problems with shipping to Bulgaria before, and something about the buyer and his repeated comments about how he "never expects to receive a shipment after 3 weeks go by" made me suspicious, so I decided to investigate the matter. I checked the buyer's feedback and noticed that there were a number of sellers who left him pos. f/b right after he paid, but he in turn NEVER left f/b for them. So I contacted those sellers (all of which were also from the U.S. as I am) and asked if he had scammed them too, claiming that he never got their shipments because they also sent it through USPS First Class Intl. Mail (which again, has no FULL TRACKING option). They all responded to me and stated this was exactly what had happened to them when dealing with this particular scam-artist of a buyer! I immediately contacted ebay and PayPal (and encouraged those other 6 sellers that I had contacted to do the same) to report this thieving buyer. Both ebay and PayPal agents assured me over the phone that they will investigate the matter themselves and IF THEY SEE A FREQUENT PATTERN OF THIS BUYER FILING SEVERAL CLAIMS IN A SHORT PERIOD OF TIME, THEY WILL TAKE ACTION AGAINST THIS BUYER! Since I already knew that this buyer had ripped off at least 6 other sellers within the last 3 months with FALSE Item Not Received claims, I fully expected that ebay/PayPal would indeed do something here. However, they ended up giving the buyer a refund anyway and have not taken any action against him! So I blame ebay and PayPal just as much as I do this con-artist buyer! ebay & PayPal are basically enabling thieves like him that abuse their general policies to steal from sellers. If they (ebay/PayPal) had actually investigated the seller and put a stop to him as their agents have told me over the phone they would do (since he obviously has a pattern of filing INR claims repeatedly), this kind of thing would happen far less frequently, if at all. |
