He files a SNAD claim, orders a cheap item on Amazon and sends it to a random business in your zip code. He takes the tracking number for the cheap thing he ordered and uses it for his return tracking on eBay.
If you submit an appeal after losing the case, eBay is going to ask you to file a local incident report with law enforcement. Do this. Also contact your local post office to see if they can give you detailed tracking for his fake "return". Contact the business to verify if they received a mysterious package and video yourself picking up the package and opening it without any cuts in the footage.
When I mailed the cpu to Quincy, Mass the scammer contacted USPS after I gave him tracking for the cpu and had it re-delivered to a "J. Lalond" at Board of Hearings, 100 Hancock Street, Quincy MA. There may be someone at that location helping him facilitate the fraud. Contact the local police in Quincy as well. This guy is selling the stolen CPU's over in Hong Kong.

Scammed me out of a graphics card. Bought it from eBay, claimed it was broken, then returned it to an address that was the same zip code as mine, but was not my address at all. Because of this PayPal has sided with him and I am out the CPU and money.

I am the seller who posted earlier about "Baojia Zhong", the same scammer that's been targeting sellers for CPU's on eBay. eBay finally refunded me my money tonight for the processor. I documented everything that happened and wrote a .pdf including pictures and screen captures. I filed a case online with the Better Business Bureau and eBay agreed to refund me after reviewing my documentation. However, they made a mistake and the case was closed prematurely after they reimbursed the final value fees. I shared the BBB case with Ask Ebay support on Twitter and they addressed the issue very quickly and refunded me, closing my appeal on eBay.
