If the transaction was completed on the 1st and you shipped it out on the 1st. When did the person file the chargeback. If it was purchased and shipped the same day and then later chargedback then its fraud 100%. Your going to find that Florida has alot of idiots living in it. Its a state with alot of false disputes being filed. Why is the disputed amount 1/2 the purchase?
If its non receipt of merchandise then its for the full amount of the purchase, its impossible to dispute 1/2 the amount, unless they ordered multiple items and your tracking shows only one item shipped.
There's some holes in your story, for the reason that non receipt of merchandise cannot be disputed for 1/2 the transaction amount, unless they ordered multiple items and they are disputing the portion that was not received. So you need to clarify the transaction and the quantity received by the buyer.

Chargeback filed on 5/12. Sale was for 1 item. Not sure why the disputed amount was half, I surely wasn't going to ask PayPal to correct that. If you click on buyers id you will see I'm the only seller, you can contact me and I will gladly send you screen shots from PayPal. PayPal did protect me in this case as tracking shows item was delivered. Whoever this character was he must have been juggling fraud on several fronts to say item was not received and dispute a partial amount. Been an ebay seller since 2001 and can assure you this happened. The details above was a cut and paste from PayPal's email, no editing was involved.

The thing was it shoulds like an EBay to PayPal transaction. So automatically the transaction false into the EBay rules. You already know how buyer sided Ebay is and will screw over the seller every single time if they can. Had a $100 SSD drive, it didnt exactly work, returned the item, and the next day prior to delivery our money was refunded. So EBay acts like that because its not there money to loose.
You might want to consider putting your items on another marketplace like Prestostore.com. At least you dont have to deal with EBay's bullshit. Its your policies and your not subjected to EBay's crap.
