This scam buyer is located in China. He/She buys on ebay from far away places - Canada in our case. He then picks the slowest possible delivery method (surface mail in our case, which takes 6-12 weeks to arrive in China). After about 5 weeks, and before the earliest possible delivery date, he files a fraudulent item not received complaint with Paypal in an attempt to get his money back before the item is delivered!
