Purchased a filter, then disputed and received refund
send goods by registered post only in my opinion
Followed up a year later asking that if the filter had arrived perhaps he could re-imburse, claimed he had poor English but purchased from Ebay UK and then during email conversations developed a good grasp of English.
I am making it a policy to follow up all chargebacks with request for re-imbursement after 3 months
