its not a loophole. you should of taken the tracking number and contact his local post office. they have exact tracking to where the package goes. Its the person who is delivering the mail that is not doing their job and making the final scan. The post office will find out who was on that route and take his scanner and see what it is. The post office will give you an offical statement and/or update the tracking to show delivered. Next time send it signature required restricted.
