So how do you know he's done it 3 times unless it was you he did it to. You should know that your doing business with a total stranger and the fact is proof is on you to prove the person received it. Next time put tracking on everything and there was no problem in paying for it. He filed the disputes because he knew you didnt put tracking nor could prove the item was received.
