Very quick to claim an item not received and open dispute, looking at his f/b appears that this developing into a pattern. Puerto Rico I expect has a VERY unreliable postal service so really he shouldn't be ordering international items as they're likely to never turn up, this plus the "buyers" eagerness to open claims makes me warn others to avoid sending anything to him. Its either the postal service there or someone abusing eBay/Paypal, either way not worth the risk here.
